Section 1 Copyright and Open Access

 

1. Open Access Statement

Modern Electronic Technique flipped to open access mode from the 1st issue in 2025. Once an article is published, readers can immediately and permanently read and download it for free via the journal's official website.Articles published before 2025 are not open access works. The copyright of these articles belongs to the journal’seditorial office, which reserves all rights.

 

2. Licensing Policy

Reuse of all open access articles published in the journal is defined by the following license: Creative Commons Attribution-NonCommercial-NoDerivatives 4.0 (CC BY-NC-ND 4.0). This license allows users to copy and redistribute the articles of the journal in any medium or format, provided they adhere to the following terms: users must give appropriate credit, provide a link to the license, and indicate if changes to the articles were made. Users may do so in any reasonable manner, but not in any way that suggests the journal endorses the use. Users may not use the articles for commercial purposes. If users re-mix, transform, or build upon the articles, they may not distribute the modified articles. 3. Copyright Policy

Authors are required to sign the Copyright Statement and Commitment.Once the manuscript is accepted, the authorswill transfer all copyrights of the article —whether in whole or in part, including figures, tables, abstract, and any other content that can be extracted from the article—to the Editorial Office of Modern Electronic Technique(a subsidiary of Shaanxi Electronic Magazine Publishing Co., Ltd.), which include but are not limited to the rights of reproduction, distribution, information network dissemination, performance, translation, compilation, and adaptation. Authors may cite or translate some content of the article in their subsequent works or include it in their own non-journal collections. The authors agree to the journal’s open access policy. The authors and third-party users are permitted to reproduce and distribute the article under the CC BY-NC-ND 4.0 License.

 

4. Online Accessibility & Repository

In addition to open access on the official journal website, the full texts of the journal's articles are also stored in databases such asChina Academic Journals (CD Edition), Chinese Scientific and Technical Journals Database, Wanfang Data Science and Technology Journal Collection, China Journal Net, and CQVIP Digital Journal Collection.

In addition, it is allowed for authors to deposit all versions of their articles in an institutional or other repository of the authors' choice. However, it is necessary to indicate the articles' publication information in the metadata in the institutional or other repository and use that as a recommended way of citation.

 

Section 2 Editorial Policy

1.    Review Process

This journal adopts a double-blind peer review process and strictly follows a three-stage review system. After a manuscript is successfully submitted, the editors shall conduct an initial assessment. Manuscripts lacking originality, containing significant scientific or technical flaws, or falling outside the journal’s scope will be rejected. Manuscripts that pass the initial review undergo peer review and are sent to external reviewers (at least 2 reviewers for one manuscript). The reviewers’ decisions (acceptance/rejection/revision) will be communicated to the first/corresponding author. The authors must respond to each review comment and submit a revised version of the manuscript. This process will be repeated until the reviewers and editors are satisfied with the manuscript. In the final review, the editor-in-chief will make the ultimate decision on manuscript acceptance based on the opinions of the expert reviewers.

 

 

2.    Internal Submission

Submissions by Editorial Board Members/editors must adhere to the journal's review and editorial procedures. Peer review must be conducted independently from the involved individuals and their research groups. They cannot participate in reviews of manuscripts whose authors they have conflicts of interest with.

 

3.    Correction and Retraction

After publishing, if there appears to be an unintended scientific mistake in the article which would not lead to significant impacts on the results and conclusion, the editorial office will publish corrections in the journal as soon as possible, detailing the changes made to the original article. If severe scientific errors are found in published articles, or the article is suspected of academic misconduct, such as plagiarism and data falsification, the editorial office will issue a statement to inform readers of the risks, initiate an investigation and announce the final result, or even retract article with a retraction statement if necessary.

 

4.    Special Issue

The above manuscript review process also applies to submissions for special issues. If applicable, manuscripts submitted to special issues undergo the same review and editing process as regular issue manuscripts, and the Editor-in-Chief will decide whether the manuscript will be accepted for publication. The Editor-in-Chief is responsible for the entire content of the journal, including special issues. When organizing a special issue, the editorial office will invite authoritative experts in the field to serve as the Guest Editor for the special issue. The responsibilities of the Guest Editor include proposing the theme of the special issue, soliciting manuscripts, organizing peer reviews, and resolving any issues that arise during the publication of the special issue. The work of the Guest Editor is supervised by the Editor-in-Chief and the editorial office to ensure the fairness of the manuscript review process.

 

 

Section 3 Ethics Policy

 

1 For Authors

1)          Authors are responsible for authenticity of their paper and should cooperate with the editorial office to provide supporting materials such as original images, raw data, funding project proposal, and full title of funding project. The following misconduct is strictly prohibited: fabrication, falsification, and plagiarism. (1) fabrication refers to making up data with no basis; (2) falsification refers to using fraudulent means to alter or distort data; (3) plagiarism refers to the act of stealing or modifying others work as one's own, completely or partially copying others work or changing its form or content.

2)          Authors should be those who made substantial contribution to the paper, including: (1) those who have made significant contributions to the conception or design of the research work, or obtaining, analyzing, or interpreting research data; (2) drafters of research papers or those who modify papers on important intellectual content; (3) those who approve the final version of the paper for publishing; (4) those who agree to take responsibility for all aspects of the research work to ensure that any issues related to the accuracy or integrity of any part of the paper are properly investigated and resolved. Those who do not meet all four criteria (such as those who only provide technical assistance to the paper or provide financial and material support) should not be listed as authors but can be mentioned in acknowledgement. Contribution of each author should be described in the Authors Statement Form.

3)          In principle, authors should be ranked according to their contribution, and it should be collectively agreed upon and determined before submission. Authors and affiliations are generally not allowed to be changed. If truly necessary to make changes, the person in charge (the first author or the corresponding author) shall submit a written application to the editorial office, stating the reasons, and signed by all authors. Unauthorized changes are not allowed.

4)          All authors must disclose all potential conflicts of interest if the financing/personal status/affiliation of the authors (or the authors' organization/employer) may affect authors' decision, work or manuscript. When mentioning a product, authors should also disclose any conflict of interest against competitive products. Authors should report potential conflicts of interest related to the study in the Authors Statement Form and submit it to the editorial office. When there is no competing interest, it should also be clearly stated.

 

 

2 For Editors

1)          Based on the reviewers' comments, the editor can accept, reject or request modifications to the manuscript.

2)          Editors should have no conflict of interest with respect to articles they reject or accept.

3)          Editors must ensure that each manuscript is initially evaluated for originality by the editors using appropriate software. After this, the manuscript is forwarded to at least two reviewers for double-blind peer review, each of whom will provide specific suggestions for acceptance, rejection, or modification of the manuscript.

4)          Editors must ensure that each manuscript is subject to intellectual content review, regardless of the author's gender, race, religion, or nationality.

 

 

3 For Reviewers

1)          Reviewers must ensure that authors have confirmed all sources of data used in the research. If the reviewers find evidence of plagiarism or multiple submission, they should immediately report it to editors.

2)          Review of submitted manuscripts must be undertaken objectively and the reviewers should express their views clearly with supporting arguments.

3)          Reviewers should have no conflict of interest with respect to the research, the authors and/or the research funders.

4)          Reviewers should point out relevant published works that have not yet been cited.

5)          When the reviewer feels that it is impossible to complete the review of the manuscript within specified time, then this information must be communicated to the editor, so that the manuscript could be sent to other reviewers.

 

 

4Handling of Academic Misconduct

The journal editorial committee will discuss and determine whether there is an academic misconduct and what is the penalty. Should forgery of data, multiple submission or plagiarism be found, the manuscript will be rejected immediately and the journal will not accept submission from the authors involved in two years. An announcement shall be published and the institutes of the authors shall be notified. All consequences shall be borne by authors. For other types of academic misconduct, once verified, the case will be handled according to national standards and international guidelines, depending on the specific circumstances.
